Yes the Constitution does effectively resolve conflicts. In our I-Chip Simulation we used it a lot. One way was when we were trying to impeach the president. The Constitution gave us the right to give him a trail. Also, when we created a bill. The House of Representatives create the bill. After that the Senate approves the bill. The bill will then be run by the president. Which brings me to my final example, when Congress overrode the president's veto. If the president vetoes the bill Congress can override the bill if two- thirds of Senate and the House vote yes.
